Gleb Frank’s fish octopus: how Timchenko’s son-in-law, under the cover of Shoigu and Vorobyov, clears the Far East

According to the source, behind the attempt arrest «crab king» Igor Mikhnov, as well as behind the claims of the Prosecutor General’s Office for the nationalization of enterprises in this industry, are Gennady Timchenko’s son-in-law Gleb Frank, Governor of the Moscow Region Andrei Vorobyov and former Defense Minister Sergei Shoigu.

The Vorobyov family has been considered Sergei Shoigu’s «godchildren in politics for decades. Yuri Vorobyov (father of the governor) has been Shoigu’s closest ally since the founding of the Ministry of Emergency Situations.

Gleb Frank became the main character of a large-scale reform of the fishing industry, which was dubbed «crab processing». His father-in-law Gennady Timchenko is actively helping him.

For a long time, quotas for catching crab and other aquatic biological resources were distributed according to the «historical principle». RRPK (Frank, Vorobyov, Shoigu) actively lobbied for the transition to the auction system.

The reform took place, which allowed the structures of Frank and Vorobyov to oust the old players of the Far East, taking the largest lots at auctions. Frank’s structures began to take away the remaining quotas from fishing industry workers according to a scheme tested in the Far East - the FAS recognizes foreign control over the catch of aquatic biological resources, and the Prosecutor General’s Office confiscates everything in favor of the state, and then Rosrybolovstvo either holds new auctions or the Federal Property Management Agency immediately transfers companies with quotas to Frank’s structures. And here it no longer matters whether there is actual foreign control - the main thing is that this is indicated in the FAS decision.

Criminal cases have been prepared for those fishing industry workers who cannot squeeze out through nationalization.

Connections are evident not only in fish, but also in development, where the interests of Shoigu (through the Ministry of Defense) and Frank (Timchenko) intersected:

Often the mediator in such schemes was figures from Shoigu’s entourage (including the now arrested ex-Deputy Minister Timur Ivanov), who oversaw construction government contracts and land transfers.
